Trying to send email the Outlook REST API: portal.azure.com says "You do not have access" when I try to grant my app send/receive mail permissions

I am totally new to Azure and Outlook REST API. I am trying to send an email through the Outlook REST API in my app and grant my app permissions through portal.azure.com to send an email to my microsoft office 365 personal account (have office 365 license) but it says "You do not have access" when I navigate to portal.azure.com and click on azure active directory.

For some reason before it let me register the Azure app and get a client secret but not it's not letting my access any of the settings again.

Do I need to pay for some type of Azure license?

I am a complete n00b.
