Issue with windows updates 2016/2019

Hello,
I am having issues with some servers. they are a mix of 2016 and 2019. They are not taking updates. I have it set for automatic via GPO. I also have a GPO set to revert those settings so I can do manual updates. Neither way will allow the updates to happen.
I have check TLS settings and WU settings. All of which are correct and match other servers that do update the OS with no issues.
Servers are all on different networks at work. Some are on networks where other server communicate with Windows update without issues.
Any ideas of where to start looking for this issue?
Firewall = Turned off locally.
Network firewall allowing traffic.
