Syncing VM DC in Azure with on-prem DC

Question

Hi. I recently created a new Windows 2022 Server VM in Azure and promoted it to a DC. I am trying to sync AD with our current on prem 2022 Server. Changes from the on-prem are being sync'd to the VM, but not from the VM to on-prem. I tried to connect them via AD sites and services, but I cannot 'connect' them from the on-prem.

What am i missing?

I'd check the ports listed here are flowing in both directions.
