2023-09 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5030219) (CVE-2023-36802) causing issues on Dell laptops

Hi,

After installing this update on several dell laptops, different models, the user logs in as its presented with the desktop, an empty desktop, you cant do anything, you can use task manager, but if you try and use the run command, task manager closes automatically. Also, its like the computer is trying to load something in the background, but nothing happens.12345.JPG

According to your description, I know that you encounter a problem that when user login in, it appeared an empty desktop and you cannot do anything after windows11 update.

Based on my researching, I found that the issue is related to Windows, I have added Windows 11 tag.
