issue in fine tune

iam trying to fine tune gpt 3.5 turbo 16k model but i was not able to fine tune i got an error saying base model can not be fine tunned and i see lot of issue saying that azure currently stopped fine tunning if that true is that for all customers if not can you guide me how i can fine tune

Thanks for reaching out to us.

Currently all the old customers who have the access to fine-tune and have already fine-tuned models can still do it. But for new customer who has no access now, can not get fine tuning at this moment.

New plan will release step by step, but I cannot provide any ETA at this moment. Sorry for all the inconvenience and I am looking forward to releasing the date for you in the near future.
