Reported phishing websites that violate blob storage service but no answer

Hi, I reported a phishing page with the URL: https://ihasite.blob.core.windows.net/cmssite/iha/media/ihasite/vos69iha.html
several times in the last few months via the "Submit Abuse Report(CERT)" portal (https://msrc.microsoft.com/report/abuse)
And no got any 1 response.
on this 2 blob storage is 10000 scam sites and many people lost real cash from credits cards. Some people from forums lost 7000 usd from credit card. Where to report this blobs? On police or where?
