How to setup scale plan capacity percentage

I have 8 session hosts, and these machines are hosted in the UK South region. I want to implement a scaling plan for them, but I am confused about the capacity configuration. This is because the AVD (Azure Virtual Desktop) sessions connect people from various countries, and I want to ensure that they don't face any issues. How should I configure the capacity to achieve this?

    In general, it is recommended to have a lower capacity threshold for ramp-down (off peak hours) than for ramp-up (peak hours) for better cost efficiency. But the settings also depends on the actually pattern of your business hours, currently scaling plan can only work in its configured time zone (when creating the scaling plan, you need to choose a time zone for the scaling plan).
