When restoring a dropped database (point-in-time), I get the error message:
The restored database is too large for the requested service level objective 'SQLDB_BC_Gen5_2'. Submit a new restore request to a target service level objective which has sufficient storage larger than the the max size of the database, 1215526076416 bytes. After restore, a shrink database operation can be performed to to reclaim unused space before scaling the DB size to the originally requested service level objective.
But, I am not able to change the target service level (an option that I don't see at all in the dialog) or the target database size (which is under Compute + Storage fixed to 32 GB without a slider).
Any ideas?

Please consider using a point-in-time restore. With this type of restore you can specify any service tier or compute size for the restored database.
Thank you, but I get a different screen. When selecting a deleted database, I immediately get this screen:
And when clicking on "configure database":
I get a similar dialog when I want to restore a still existing database, not the splitscreen from your screenshot.
That is an important detail, you are restoring a deleted database and not an existing one. Try using PowerShell to restore the database where you can specify target Edition and Objective Name.
Thank you for the suggestion! Unfortunately, I get the same error here. This is not too surprising since I cannot specify the storage size, or which parameter should I use?

I was able to workaround this by choosing a P11 service tier (although it is completely intransparent to me what cost this will cause). This is the lowest that has more than 1.5 TB space in the baseline. It would be much more helpful to use the old service tier and select the necessary disk space.
After restoring the database, you can reclaim space by removing temporary objects, rebuilding indexes offline, shrinking the database files, etc. If reclaiming space the database can get below 1.5 TB you can scale down the database to a cheaper service tier.
