I am sorry to hear about your issue. We have received the same feedback from other Chinese users. It might be a potential issue and we have reported it to Product Team.
You can try to manually download and install the Windows SDK from the page. Then, go to Visual Studio Installer and repair or retry the VS installation.

Update:
It has been determined that the CDN server that manages China-based content delivery suffered an outage from 09/26 to 09/27. The outage impacted file downloads containing encoded spaces, which primarily impacted the installation of WinSDK packages. The server has been fixed, and we are not seeing similar issues at this time.
You can go to Visual Studio Installer and repair the installation.
