Microsoft Intune automatically choses wrong keyboard layout on specific Windows language

Hi, we are using Intune/Autopilot to pre-provision new Windows devices using Autopilot Enrollment Profiles. Everything works great but there is one specific issue that I can't get around.

The company wants the Windows language to be set to Dutch, which I have done. They also want the keyboard layout to be configured automatically. They want as little as possible questions or options that end-users have to select or chose. Here's the issue.... If you select Dutch as language and you select "Yes" to "Automatically configure keyboard" it seems to use the default "Dutch (Netherlands)" keyboard layout... The problem is that absolutely nobody using a Dutch Windows computer uses the "Dutch" keyboard layout.. The keyboard layout that is always used in my country is "United States - International". All keyboards in my country have the "@" above the number2. The Dutch layout expects the "@" to be next the the Enter key.. So the users now get a wrong symbol when trying to enter their email address to login. This is unusable for them..

Is there any way to easily force that or is the only option here to just set "Automatically configure keyboard" to No? So users can switch? They are now stuck on the auto-provision screen/ setup screen with a wrong keyboard layout that they can't change themselves.

    @Caspar - ABO , Thanks for posting in Q&A. From your description, it seems you don't want to use "Dutch" keyboard layout and want to use "United States - International". Based as I know, when we set the "Automatically configure keyboard" option to "Yes", it will skip the keyboard selection page and use the same one as the Language (Region) we set. To avoid this, we can set it to NO to let the user to select the keyboard layout by themselves. Here is a link with the detailed information for your reference:
