Is Azure Active Directory Premium P2 required for every user or 1 per tenant?

Detail: Is Azure Active Directory Premium P2 required for every e-mail address/user or 1 per tenant?

1. The main use for us will be conditional access policies for use with Multi-Factor Authentication. Should we need a P1 or P2 license for each user?
2. Currently, we are using Microsoft 365 Business Standard and Microsoft 365 E3.

Generally speaking, every user taking advantage of a feature enabled by Azure AD P2 will require the corresponding licenses. That said, Conditional access policies in particular require P1 only, which is already included in both SKUs you have purchased.
