Are there any OpenAI Regions available for fine tuning?

I was looking to create a fine tuned model, but noticed both US South Central and US East are unavailable to do such. We had already created a few fine tuned models in the past on these regions, but noticed in the past week that there were capacity issues preventing fine tuning.

I was wondering if there are any regions that are available to do fine tuning on. If not, can you please provide an ETA to when such features will be available (or a ballpark estimate).

I'm just wondering when fine tuning will be available again in any region.

As you can see in the first screenshot, this message appears when opening the Fine-Tuning panel to create a fine-tuned model. When opening the link provided, we can see here that no regions are available for fine tuning.

Is there an ETA for when fine-tuning will be back, in any region? If not, is there a timeframe we can expect for fine-tuning to be available?
