More Exchange Online (Plan 2) licenses are assigned than available?

I have a very peculiar situation; it appears that we have more "Exchange Online (Plan 2)" licenses assigned than we are paying for. How on earth is this even possible? It feels like going to the bank and withdrawing more money than you got available. UX wise this is simply nasty. There is no explanation as to why; it just says 7/3 licenses assigned, and at first I thought I was somehow misreading it, but then I noticed we were in fact only paying for 3 licenses.

Does this mean that some users are having problems and potentially running out of space?

I have one user that complains about lack of space, and that is despite I have just brought an extra license and assigned to the account. E.g. 49GB out of 100GB used (but yet, even after the weekend and rebooting he still complains.

Presumably it has something to do with the license issue? If so, how am I supposed to resolve it? Simply unassigning licenses does nothing. It claims there are 7 licenses, and if I unassign one, it just goes to the "available pool". Yet, billing still reports that more licenses are assigned than available.

    i believe microsoft does not unasign licenses from users, when the licence quota is reduced.

    did you use some trial in the pasat to license users and it expired?

    you can check current and expired licenses here: https://admin.microsoft.com/Adminportal#/subscriptions

    if not everything is displayed use filters to show past/expired purchase licenses quantities.
