I understand that you are having trouble logging into development Azure tenant because you changed your phone and did not transfer your authenticator to your new phone. As a result, you do not have access to your old authenticator and cannot log in since MFA is enabled on dev tenant.
Contact your Azure global administrator and ask them to delete MFA authenticator device and request to resetting MFA. The Azure administrator can reset MFA for you. After that you will need to set up MFA again on their new device.
You can ask your Azure global administrator to create a Temporary Access Pass (TAP) to bypass MFA and gain access to the Azure account without requiring MFA. Note that the TAP is a one-time passcode and can only be used for a single login session. After the you have logged in using the TAP, you can remove your old device and set up MFA on their new device. you can follow these steps:
1.Go to the www.office365.com
2.Sign in with the Microsoft account associated with your Azure account.
3.Click on view account -> Security Info -> select Microsoft authenticator under sign-in method -> click on delete to remove the old MFA authenticator device.
4.After removing the old MFA authenticator device, you can add a new device to set up MFA again.
If in case, you are the only Global Administrator of the tenant. In that case you need to reach out to our support via phone (https://support.microsoft.com/en-us/topic/global-customer-service-phone-numbers-c0389ade-5640-e588-8b0e-28de8afeb3f2) to create a support ticket and work with Data protection team to get access to the tenant.
