How do i get Internet access for p2s clients on RRAS forced tunneling VPN in azure.

Hello.
I am trying to setup a RRAS forced tunneling VPN on a domain joined VM i azure to act as a proxy for people to be to work remotely. what i have setup currently i am able to connect to the RRAS with AADDS but there is no Internet access through the VPN (the server itself still have internet when clients connect.).
i have a route table set pointing traffic destined for the client ip range to point at the vpn server, and NAT is installed.
i am drawing a bit of a blanc right now as every guide i could find has been saying to dissable force tunneling to get internet but, force tunneling is a requirement for us.
