To upgrade from Windows Server 2012 R2 Core to Windows Server 2019 Core, you can use the in-place upgrade method. However, before upgrading, it is important to check the hardware requirements and ensure that your server meets them. Additionally, you should back up your data and create a recovery plan in case anything goes wrong during the upgrade process.

Here are the general steps to perform an in-place upgrade from Windows Server 2012 R2 Core to Windows Server 2019 Core:

    1. Download the Windows Server 2019 installation media and mount it on your server.
    2. Open a command prompt with administrative privileges.
    3. Navigate to the root directory of the mounted installation media.
    4. Run the following command to start the upgrade process: setup.exe /auto upgrade /quiet
    5. Follow the prompts to complete the upgrade process.

Note that not all upgrade paths are supported, so it is important to check the supported upgrade paths before proceeding. According to the Microsoft documentation, you can upgrade from Windows Server 2012 R2 to Windows Server 2019, but you cannot upgrade directly from Windows Server 2012 to Windows Server 2019.

An in-place upgrade is not recommended because of risk and corruption carry forward. That being said you can try but make sure to use licensed install media since evaluation media cannot be used for this purpose.
