How to get rid of possible scam window pop up when using Outlook/Hotmail

Whenever I open Hotmail/Outlook on my PC laptop, a window appears on top of my e-mails. I cannot source my e-mails until I either Reject or Accept what the the message says. Obviously, I'm concerned this is a scam/phishing, etc. as the message does not indicate who is sending the message. The only thing recognizable in the message is the Outlook symbol at the top of the page. Interestingly enough, this problem does not exist when I look at my e-mails on my Apple phone.

Is there a way to remove the annoying window safely as I do not want to press the Reject or Accept buttons?

The message starts out by saying: "We and various third parties process data to store and access data on your device ....
