Why i am been charged for Stopped App Services which are on the Dynamic pricing tier

I have those App services which are stopped atleast 3 months ago, and they are on the Dynamic pricing tier:-

but each day i am been charged for those services as follow:-

So why i am been charged for App Services which are stopped?

Second question, how i can know exactly which app service is causing these charges?

    Each App Service plans allocate more resources than just the web hosting components, so stopping a plan won't stop the billing. You have to scale them down to free tier or simply delete them when not needed.
