Have you looked at the built-in reports? There are a great place to start.
I agree with Garth; look to the built in reports. Because your requirements don't make sense to me; even if I wanted to help.
There haven't been "by Bulletin" for several years.
Then there's your (to me) conflicting requirements of...
ComputerName, date of release of a patch, and then "installedcount", "applicableCount", "notinstalledcount". What is one counting? by default, if one of the returned values is computer name, there will only ever be 1 result for each patch for each computer: it'll be either installed, applicable, or not required.
I also don't know what you mean by "notinstalledcount". do you mean "not deserved"? Like someone wants to know that, "why yes; this patch meant for Server 2016 is not applicable to this Windows 10 machine" (feels like make-work to me, I'd never accept that as a report parameter that must be reported on)
