Question about Simulation results of a retention label

Hi,

I am testing retention labels in Microsoft Purview to apply to "Microsoft 365 Group mailboxes & Sites" and I am using simulation mode to test the application of label. However when I run the simulation, I see in simulation results a set of files (so far so good) but with this information:

"1 of 2 locations scanned" and "We tried scanning the locations you specified, but some of them were inaccessible"

My troubleshooting:

First step it was check required permissions and I assigned permissions required.

After that, I used "Content Search" to do the same query as used in simulation and I got the same number of files.

What should be the reason for the information mentioned in simulation mode?
