How to fix Windows Installer that wont run even though all dependent programs are.

Hi, im trying to install a program and came to the conclusion that it wont install because my Windows Installer never fully runs. It says starting but not running. EA app says INST-14-1601 which led me down a rabbit hole to opening the task manager to services and finding this. MSI Server installer also never gets past starting. What should I do?
