what tool can I use to monitor the performance of my VMs

Question

I have some virtual machines running on a large SKU size. is there any 3rd party tool that can track the performance of Azure VMs and possibly help with recommendations regarding resizing the VMs to a specific SKU size - sort of like Azure Advisor but third party??
