Issues with Windows Update KB5031364

Hello, last week we have skipped updates for windows server 2019/2022 as we've read some issues with the updates KB5031364 and KB5031361. May I know if there is an official announcement yet from Microsoft and still safe to push through installing them?

KB5031361 (OS Build 17763.4974) is a security update for Windows 10, version 1809, Windows Server version 1809, and Windows Server 2019. These updates have not been officially withdrawn by Microsoft or warned of any serious issues. Unfortunately, I also have a problem with this update

I can't install it after a fresh installation of a new server!

It really is a nightmare that Microsoft, which is paid so much money, keeps creating crap that you have to waste time and deal with for hours.

I downloaded the updates manually, but it doesn't matter

the update was not installed, blah blah

I reinstalled servicepack and NetFramework

I cleaned the installation files... Same thing...
What socks!

HI, It's not that simple. Of course, I started with this procedure, but the problem is deeper.

When trying to update Windows Server Standard 2022 KB5031364

Various errors are displayed despite using the manual update repair method as well as using repair the component store with DISM commands...
Error code 0x800f081f, or 0x800f0831 mix... XD
Microsoft quality of services.. XD

And to make things even more interesting, this is a newly purchased server from DeLL and their technical support is also working on it. I cleanly installed the server again, without configuration, and the unfortunate problem occurs!
