Recommendation for region location for website for customer from China

Hi,
I am working on a solution for a customer to migrate their current workload to Azure. I would like some guidance on which Region would be best suited to serve China customers as they have customers across different region such as Europe, East Asia, China and Southeast Asia.
Customer has requested to have a single region and not to have a multi region deployment (budget constrains).
Solution to be proposed solution will be around this lines,
Request -> Azure Front Door -> App Service plan -> DB or Blob storage.
Currently i'm struggling to find the best/safest region that we can deploy our Azure services that doesn't block China customers. Could Microsoft suggest some articles or Regions that can be suitable for this use case?
