windows server 2016 can't install cumulative updates after migration from windows server 2012

Hello , i have a windows server 2012 which i make in-place upgraded it to windows server 2016 .

since i upgrade it (without format) , i couldn't install any cumulative updates , all other updates i can install without any problem .

but for cumulative updates, i try installing from windows update or standalone update and with different cumulative update not only the current one , and always it reaches 100 % installing then a message appear "we couldn't complete the updates undoing changes don't turn off your computer".

i try sfc/scannow and dism and windows update troubleshooting but always same problem .

if i run "windows update troubleshooting" , it gives "Potential Windows update database error detected" with "not fixed" error .

any advise how can i solve this ? i don't want to full format the server to be able to install cumulative updates

    sfc /scannow did not find any integrity violations.

    dism /online /cleanup-image /restorehealth finish successfully.

    i stopped windows update services and delete SoftwareDistribution Folder , but same problem always

    You can also try a repair install by running setup.exe from the root of the install media but I wouldn't hold much hope. Time may be better spent standing up a new one, patch fully, migrate roles over and move on.
