How do i find out which threshold is being exceed in outlook_

Question

I have a user who every now and then is being blocked form sending emails. He is using a 3rd party provider to help send bulk emails. Per usage reports on MS365 admin center he only sends between 8k to 9k but when you run a trace there are no more then 700 emails being sent daily. So what is causing the problem and how do i track it?

Besides, does this user get a NDR message if he tries to send emails in Outlook or Outlook on the web?

If yes, what is the rejection reason in the NDR message?
