localhost refused to connect.

localhost only connects to port 80. All other ports say "localhost refused to connect." I have tried disabling the firewall, tried internet searches possible solutions. I have found no answer.

2023-11-05T13:25:11.75+00:00 The problem remains after I tried this. I have also tried a virus scan of the system. This had no effect. I was wondering if a different type of malware could cause this.
