According to our research, this is a temporary backend issue. The Microsoft team is currently aware of the problem and is fixing it as soon as possible.
As a temporary workaround, please refer to:
- Go into Outlook settings.
- Click on MAIL.
- Click on "Compose and Reply"
- Change the message format to "Plain Text."
- Save, and try sending a message with an attachment.
