hard drive C: locked because of plug-in an USB without connecting with the internet

My Windows 11 computer involves the "Microsoft Windows Insider Program". However, last month (October 2023), I pluged in an USB without connecting the internet. That event led to my hard drive C: locked because of data within hard drive C: no longer secured. I hope that you are able to unlock my hard drive C: thru your "Windows Update". Is it possible that you help me out? Or do you have any other better suggestion to me for unlocking my hard drive C:. Note: The administrator of the computer is located within the hard drive C:. That is, I have no way out to unlocking the drive by the local administrator.
