AVD multisession image logon - cant login

I am trying to create an image to use with new AVD host pool.

rather than create a VM in the cloud while I do this I have opted to download the image and use Hyper-v on my local machine.

I have created a marketplace source image using the details here: https://learn.microsoft.com/en-us/azure/virtual-machines/windows/image-builder-virtual-desktop

I have downloaded the VHD and created a local VM.

I turn on the VM and it gives me the first boot options where I set the language. it then asks me to set an admin password, which I do, and then it reboots.

up comes login prompt but it refuses to accept my password I entered.

I have tried this multiple times now rolling back the checkpoint and trying other passwords and never will it accept.

the image is win11-23h2-avd

Can anyone help me please?
