For restricting members editing files in teams, the files we uploaded into teams, they will be stored in the SharePoint. So, if you want to restrict members editing files, it cannot be directly set up from Team's side, but we can restrict it from SharePoint, you should try to contact your SharePoint admin to help achieve it.

Log into SharePoint Online > find the share point site (it should be the same name as your team) > open it > navigate to the up-right corner and click settings (it looks like a gear) > Site permission > members > click a member and only give him "Read" permission. In this way, the member would be only to view files in teams but cannot directly edit them within a team.

I gave the sharepoint site read-only to members, but by going to the Teams group from the Teams client with a member I was still able to upload a file to the general Group folder

edit.: I waited 40 minutes and updated the user permissions now it works

Click "Open in SharePoint" in the Files tab of the team channel:

Login SharePoint and click "Manage access" on the right pane.

Change the permission of members to "can view".

Then the members would not be able to upload files into the channel any more:
