License required to be able to use e-mail

Hi,

I've noticed when I disable the Exchange Online (Plan 1) license for a particular user, I'm still able to log into the user's mailbox:

But when I disable the Microsoft 365 Apps for Business License -> then I'm no longer able to log into the user's email.

I kindly ask for clarification on a few questions:

  • What license exactly is required to be able to use an exchange e-mail
  • Why does disabling the Exchange Online (Plan 1) license still allow the user to sign into his email?

    Why does disabling the Exchange Online (Plan 1) license still allow the user to sign into his email?

    If you disable the Exchange Online (Plan 1) license for a user, the user will still be able to sign in to his or her e-mail account, but the account will be in a disabled state. This means that the user will not be able to send or receive new e-mails, create new calendar items, or access any of the Exchange Online features. However, the user will still be able to access the existing e-mails and calendar items that are stored in the mailbox. This is done to preserve the user’s data and allow the administrator to restore the license if needed.

    • What license exactly is required to be able to use an exchange e-mail -> Exchange Online feature
    • Why does disabling the Exchange Online (Plan 1) license still allow the user to sign into his email? -> mailbox is not deleted up to 30 days after, disabling license only rejects new email to mailbox but not mailbox state until license removal. If you disable M365Apps, did you try to log by OWA.

    Mailbox can be inactive and all the content accesible without any license assigned (example if have litigation policy applied).
