I want to become a parter, I'm an independent developer, but the registration process here can not be carried out, I re-login but I do not know how to operate, the page goes to office 365, I do not know how to continue the process!

If it is, then please follow the document here: Open a developer account in Partner Center. If you are already following this, please let me know which step shows the image.
If you are question is not about opening a developer account and publishing your apps to the Store, I have to say that the Microsoft Partner Center tag only handles questions about registering a developer account and publishing apps to the Microsoft Store.
