Force Program to use Specific CPU Cores OR NUMA Node

How can we force programs on our work machines (Windows 10 Pro, Threadripper 3995WX) to run software on specific CPU cores OR NUMA nodes? I've tried the 'set affinity' trick, but it only works sometimes. Windows/the software will often change it back, so we get 32/64 cores doing absolutely nothing. Our programs/codes run at half the speed as a result.

Meanwhile, when we try to do 'set affinity' again, Windows blocks us, saying "unable to access or set process affinity".

Are there any solutions for this? Thanks

    If anyone is curious, I found Process Lasso to work well enough for our purposes.
