I created my azure free trail account but my previous email that is used for account before but im not changed that email and filled credentials and my account debited for 2 rs but account is not created can i recreate my account with this debit card and other email id and other Microsoft id.

Azure free accounts are only available for new Azure customers who haven't previously had an Azure free account. If you have specific billing questions, you can create a billing support ticket.
