Win11 taskbar disappears

The gateway has security policies that restrict users from accessing certain websites。

I checked that when using dhcp to obtain an IP address, the taskbar inexplicably disappeared and the Explorer.exe program disappeared, but other programs still worked properly.

When using static IP, the taskbar will not disappear, and Explorer.exe is also present, which is normal.

I am very confused about this and hope that an engineer can assist me. Thanks.
