When I rename the machine GPO folder under c:\windows\system32\GroupPolicy\Machine and run gpedit I can use the Group Policy Editor but my policies are all gone.
After upgrade to 20H2 gpedit results in Failed to open Group policy object on this computer
I just updated my Windows 10 Enterprise from 2004 to version 2009 (20H2). I can no longer use gpedit.msc.
I get this error
I did have some policies active but they seem to be corrupted.

2020-10-29T03:19:37.63+00:00 Check to see if the GroupPolicy folder was set to read-only. Uncheck the read-only, and apply to all subfolders. reboot the system and see if you can access via gpedit.msc

Enable Windows to show hidden files and folders
Select Machine folder, and press F2 to rename it
Rename Machine to Machine.old
It pop up admin permission.
Click Continue.
After the folder is renamed, open Group Policy Editor by typing gpedit.msc in the Run prompt followed by pressing the Enter key.
Group Policy Editor will launch without a problem.
Go back to the C:\Windows\System32\GroupPolicy folder, and you should see a new Machine folder.
Now you can observe the changes made.
