How do I get the uwp installation package for Microsoft.service.store.Engagement.Framework?

Due to the needs of work, one of my computers is not allowed to connect to the Internet and can only be used offline, but when trying to install some UWP applications offline (.appx or .msixbundle), the appx installer prompts that the developer's package is required, specifically the“ store.engagement.framework ”
