Disable tablet mode in 23H2

Windows 11 insistence on tablet mode makes some applications unusable. They were never designed for fullscreen use, yet Windows 11 forces them to run fullscreen.

How can I override fullscreen mode? Or prevent this from happening with specific applications?

I tried every solution I could find, but nothing from 2023 that is applicable.
