How do I manage a DL in office365 as there's no permissions to add senders

I am trying to make a change to a Distribution List of who has permissions to send from the DL, but when I log into office365, I get this error message. I looked in my AD on premise but there's no where options to change the permissions of who can send on the DL. My old exchange server is shut down and I'm ready to delete it, so I hope that is possible and that it has nothing to do anymore with my environment, as I need to delete it.

Where in AD to I make these changes?

    Please access Active Directory Users and Computers in onprem AD and find this group.

    In Security tab, add this user and assign him send as permission.
