Azure Devops agent with macOS-13 image waits in the queue for 15-20 mins without concurrent jobs

Question

We created a pipeline using macOS-13 image. This pipeline ocasionally waits in the queue for 15-20 minutes without any concurrent jobs. Is it resource allocation issue at MS side or we can handle it somehow at our side?

There is a parallel job limit: 2 on MS hosted agents for private repos, but this is the only running job.
