Can't manage Sandboxes in Dev Center

Microsoft Partner Center seems to be having an issue. I can log into the Partner Center and open every menu except for "Sandboxes", where it shows "Access Restricted". I have included the whole message below.

    According to the error message, your account does not have permission to access the sandbox. You can set up your account according to this document.
