    Yes you can, login to SharePoint Admin Portal and click on the Site Name and it will pop-up Site details under URL you will have Edit option.

    Yes, you could rename modern team site and communication site URLs in the SharePoint admin center.

    Go to SharePoint admin center -> Sites -> Active sites -> Select the site -> Edit URL.
