Hardware Developer Program, signing certificate error. Save us

Question

I have a Azuer account.

This account has two multitenant account.

One is ''Microsoft Entra ID'' which have global privilegs

Other is ''Azure AD b2C'' which also has global privilegs

Belows are my process when tring to do hardware signing in MS flow.

case1

First logging with my B2C account at Microsoft Partner Center

I registered EV certificate at ''[Program]-[Hadware]-[EV certificate].

When I upload SignableFile.bin which is signed, I met problem

I also have checked all my process, but I can't reoslve my problem

I continued several times to do signing for my application, but I meet same problem.

I attatche all of error-snaps. Pleaes check my situation.

I also meet new problem when logging either Microsoft Partner Center(http://https://partner.microsoft.com/dashboard) or hardware certify (https://partner.microsoft.com/en-us/dashboard/Registration/Hardware)

When I upload SignableFile.bin which is signed, I met new problem ''The ceriticate has already been used for registration''

I need your help. How can I reovle my prolem?
