Microsoft 365 external user does not gain access to apps with Developer license

I have onboarded an external user into my developer tenant. I then assigned the license "Microsoft 365 E5 Developer (without Windows and Audio Conferencing)" to it.

I would like to test Office and Outlook usage with the user. The user can log in to office.com with its authentication method. However, no apps appear for the user. The page always displays the message that the user may have been recently assigned the license.

In Entra ID, no errors are reported. I have tried the Reprocess button in the Licenses view, as well as removing the license, waiting 10+ minutes, reassigning the license, waiting 10+ minutes, and logging in again. Unfortunately, these actions have not changed the results.
