How to change parameter info tooltip starting suggestion?

When I'm creating an object, the parameter info tooltip pops up to show me how. This is great, except it always starts on option 2 of 3:

const <Class Name> &

I would like to change it to default to option 1 of 3, which shows the arguments of the constructor. How do I accomplish this?

Using a reference to a constant object doesn't make sense to me, so perhaps I'm misunderstanding the original tooltip. Although, I can't help but wonder if this is more commonly used, since it is shown as the default option.

    I tried on my side and didn’t find an option to change the default behavior. But you can use the Up and Down arrow keys to navigate between them.
