And do other users around you encounter the same issue?
As i know, hotmail.com account is supported in New Outlook for Windows. In order to further confirm if the issue is related to your current New Outlook, it's suggested that you could add you hotmail.com account to New Outlook on other computers to check if the issue persists.
On the other hand, you can also add another hotmail.com account in New Outlook to check if there're any differences.
