Manage Quick Actions fly out for windows 11 using global HKLM or HKEY_USERS\.DEFAULT

Shared computer settings for all users. I want to set the global settings for this registry key: HKEY_CURRENT_USER\Control Panel\Quick Actions\Control Center\QuickActionsStateCapture for both Slider and Toggle keys for all users. When I modify this key via the registry and restart Explorer, the key resets to its previous values. I want to allow the Volume slider and access to the Microsoft.QuickAction.WiFi:true only in the fly out menu only for all users. Is there a method to set these globaly either by setting default pinned items in HKLM or .Default user keys or by gpo? All of these workstations in question login with the same generic domain login with very limited access to make any changes on the workstation.
