If the "Update and restart" and "Update and Shutdown" appears on the power selection, it usually means that there are pending updates needed by your computer and will be installed after you select any of those two options.
It’s not recommended to shut down your PC while it’s updating, as it can lead to data loss or other issues. However, if your PC is stuck on the splash screen for a long time, you can try the following steps:
Sometimes, the update process can take longer than expected. If you see the spinning dots on the screen, it means that the update is still in progress. Wait for at least 30 minutes to see if the update completes.
If the update process is stuck for more than an hour, you can try restarting your PC.
If your PC is still stuck on the splash screen, you can try booting into Safe Mode. Once in Safe mode run SFC command:
At the command prompt, type the following command, and then press ENTER:
sfc /scannow
If required run the Windows Update Troubleshooter.
