Portal allows duplicate portal name which might cause issue to function app.
please review this defect.

created the same using Azure portal only ,
Click on http_trigger -> Click create ( It created function with default name as http_trigger )
Do not wait for input box to load to enter name. so basically you can create 2 such functions using same name, and once that happens the function app goes corrupt. there is no way to go back to previous status.
